IBTS specializes in military construction, or MILCON, projects. We are proud to support our military families and defense communities by ensuring they have safe, code compliant buildings and facilities.

MILCON projects are unique. Because they aren’t under the legal jurisdiction of any local government, they don’t receive the oversight of a traditional building department. All the same, our military families and defense communities deserve the same quality facilities as their civilian counterparts. As a nonprofit government service organization, IBTS can provide private-sector flexibility and perspective with governmental credibility. We enjoy a superior reputation for timely, accurate reporting, and a unique “team approach” to independent third party oversight.

The services we offer our MILCON clients go a step further than those of a local building department. We provide code consultation during design, conduct thorough plan reviews, verify issue compliance to begin construction, conduct in-progress inspections, and issue certificates of occupancy. We can also provide quality assurance (i.e., serving as the owner’s representative) services as requested. Such services are usually part of the construction management (CM) portion of a project, but they are natural extensions of our basic MILCON compliance offering.

Plan Review

Our plan reviewers expedite the review and consultation based on applicable codes, including local amendments. Our standard review involves a two-part process that eliminates errors before the plans are finalized. This interim step reduces the time required to gain approval.

Building Inspection

Our field inspectors alert MILCON clients, production staff and other key stakeholders to potential problems before they become compliance issues. By reducing the number of failed inspections, we improve production schedules, budget conformance, and project success for all parties.

IBTS can readily deploy military housing specialists or International Code Council–certified building plan reviewers and inspectors to support the construction efforts on bases and military installations nationwide. We also offer the following support services:

Our Work in Action

IBTS oversaw construction of 327 homes over more than six years working on MacDill Air Force Base in Tampa, FL. Serving as Headquarters for the United States Central Command and several other Commands, MacDill demanded the highest-quality in terms of diversity in housing and amenities, force protection and security, and quality and safety in construction. IBTS oversaw the General Contractor’s Quality Control program, while ensuring conformance with design, specification, and often special needs of high-ranking military personnel and their families.
